The PKU submitted the names of their candidates for the Bureaus to the governor, which she then approved, a week ago. The PKU has now officially announced the names of the candidates that were accepted into the government bureaus. For Education Bureau, the PKU elected Kaiona Laemoa, a strong advocate for the ‘school choice’ program in which parents could make several decisions now decided by the state. For Arts and Multiculturalism Bureau, the PKU selected Kainui Kaluhiokalani, a well known Keymon independence . For Finance and Economy Bureau, the PKU elected Kali'a Iokua, the wife of Kamamalu Iokua (the CEO of Iokua International Banking and Investment). For Justice Bureau, the PKU elected Ha'iku Puhihale, a federal judge well known for his anti-abortion rhetoric. Finally, for Transport Bureau, the PKU picked Ka'ike'apona Kaialiilii. Ka'ike'apona Kaialiilii is known for his localized assistant on building up infrastructure. However one major issue has been brought up and questioned. What where the terms of the coalition agreement? Whilst no official documentation has been released on the agreements of the coalition’s formation, several leaked sources have confirmed that the PKU has promised the Centrist Party that it would receive the Security, Infrastructure, and Agricultural Bureaus in exchange for there guarantee of a yes vote on PKU laws and proposals that go through the Legislative Assembly. If this is true, the PKU has guaranteed its dominance of the Legislative Assembly with the coalition holding 40 seats.

This program, called TechnoFarm®, will be used in drones to allow them to monitor the health of crops. The software can detect different types of fungus and pests infestations, as well as detect problems with irrigation or soil. The software is officially registered with Saipipulu Technology but the Jamestown Technological Institution of Agriculture and Saipipulu Technology has agreed to give out the software, as well as the drones, to farmers free of cost. In exchange, the Jamestown Technological Institution of Agriculture has agreed to pay 50 million pounds to Saipipulu Technology every year. Saipipulu Technology has also announced that they would begin developing a drone capable of not only using the agricultural software, but also spray agricultural chemicals on plants. These types of drones would require not only more materials but also more specific software and programming to work and be simple enough for the average farmer to use. The CEO of Saipipulu Technolgy, Iolani Akela, has confirmed that she would “make drones simple enough for the farmers and complete enough to fulfill its purpose”.

The University of Jamestown announced earlier this morning that it had closed an equity investment from the Agriculture Bureau and the recently formed Agricultural Development Bank. The recently formed agriculture development bank seeks to allocate funds in support for investments that align development and conservation goals. The ADB's ₭5 million investment into the university's Department of Environmental and Agricultural Sciences will assist in funding sustainable offshore production of various aquatic species including marlin, tuna and trigger-fish. The Agriculture Bureau's support for the initiative comes as it moves to transform Keymon into a major player in the fisheries markets globally. The temperate waters surrounding the island are perfect for the production of fish with the potential for population rehabilitation to be tested. Species such as the Bird wrasse and the Yellow Tang have been reported by the Environmental Protection Commission as being near extinction. Thus the Agriculture Bureau has already made an agreement with the University of Jamestown on its efforts to rehabilitate the population of the three aforementioned species of fish. Whilst a ban on fishing has been imposed on various areas throughout the nation amidst the rising amount of fishing becoming extinct within Keymon's economic exclusion zone, over-fishing remains a problem for the Agriculture Bureau who has called for the action to become to an immediate end. The area where the aquaculture farms to be built by the University with assistance from the Agriculture Bureau, is expected to be underneath a special protective zone whereby fishing has been strictly prohibited with fines and imprisonment being the punishment for persons found fishing the area
This is the first investment by the Agricultural Development Bank, which is a specialised organ within the Agriculture Bureau with the specific intention of promoting agriculture solutions within the nation through investment, education and advise. Chairman of the Agricultural Development Bank, Dr Aowena Konane stated that there was myriad investment opportunities in aquaculture. While “mariculture” tends to bring to mind large, exchange-listed fish farming companies, Konane points out that in addition to the fish farming companies themselves, technology clusters of supporting industries have sprung up in various nations across the world. For example, there are companies that construct the cages, produce the feed, produce vaccines and medical treatments for the fish, and manage environmental impacts. These are all possible areas for investment. Whilst mariculture tends to be focused on the farming of fish, it has been stated that it has potential for crop development, especially water garden crops. The Association of Keymonite Fishers has called the prospect of rehabilitation of the fishing population as beneficial. It commended the fact that the government sought not to import fish from other nations but remain steadfast against the mounting uncertainty within the fisheries industry amidst the over-fishing problem.
As aquaculture is still in an early stage of growth compared to other food animal production, there are many areas available for investment: health, nutrition, production technology, waste management, breeding and genetics, and value-added processing and machinery. But early-stage investing is not for the faint of heart, technology ventures serving the aquaculture sector will need patient capital providers, not those looking for a quick turnaround, according to Konane. Konane stated that he would actively support the formation of family offices, wealth funds specific to the fisheries community and endowments from financial institutions as a means of gaining capital to support the industry's development as Konane recognise that the ADP could only invest so much into the industry as there were other industries in need of investment and assistance from the government. Secretary for Agriculture, Christian Duncan (Centrist Party) stated that the government had to return investment into the agricultural industry. He took a slight jab at his party's coalition party, the ruling PKU stated that its policy of a "hands off approach to economics" is concerning let alone troubling for failing yet key industries such as fisheries.

The Foreign Cooperation Division is made up of around 500 scientists, programmers, and other technological job holders. One of the job holders in the Foreign Cooperation Division are reverse technological engineers, whose main job is to reverse engineer technology that enters the divisions laboratories. The Foreign Cooperation Division has already begun negotiations with several Mordusian companies to work together on secretive projects, according to a leaked report from an insider in Saipipulu Technology. This project has been hypothesized to be a major technological development program, since the Foreign Cooperative Division has received a massive funding boost. The Foreign Cooperation Division has received 50 million ₭ to invest into cooperative agreements with foreign entities, according to a leaked source. That same leaked source also confirmed that the Foreign Cooperation Division was working on internal hard drives, which could be used inside phones or cameras.

Governor Dame Diane Lee has given the Keymonite Government until April, 2023 to decide whether it intends on pushing towards Dominion status or will continue in its role as colonial dependency and also to form a convention on change to the constitution if it is decided that the nation will go ahead within obtaining Dominion status. Governor Dame Diane Lee, has stated that the decision to begin the process of a referendum on Keymon's transition to an independent nation under the providence of the Imperial Commonwealth came amidst orders from Emperor Alexis himself. The Governor convened a special sitting of the Legislative Assembly, which included both the House of Representatives and the Senate, where she stated that it was imperative that a referendum on the premise of independence be created and fairly guided by the government with the intention of championing an unbiased and respected approach to unstanding the stance of the Keymonite population on the entire push towards independence by the incumbent conservative government. Lee stated that the Government has until April, 2023 to decide whether it (1) wanted to become independent and (2) form a constitution reflecting the wishes of the Keymonite population if they choose to begin the process towards becoming an independent state. Governor Lee stated that if the government and the wider parliament would agree on the premise of independence and launch the referendum, and the referendum reflects that the Keymonite population is prepared for independence, she will begin the process of declaring Keymon a dominion alongside Emperor Alexis. The deadline set the clock ticking on a serious talking point in recent keymonite politics with the conservative party championing the sentiment throughout all available platforms, which according to Dame Lee, comes out as being disrespectful to both the process and the Office of the Governor. This triggers the commencing of the most significant political transition in Keymonite history since it initially become a colonial dependency. Dame Lee warned the central government, the opposition and other rival parties that playing politics with a process so sensitive as this would be of utmost disrespect not only to her office and the Emperor but to the Keymonite people. Already there has been word that the Governor could enact Article 233 of the Colonial Territories Act, which would give the Governor extraordinary powers well-beyond the comprehension of Keymon's central government, which has the potential to transform the Governor into the quasi-absolute Regent of Keymon, hence scrapping parliamentary democracy and the various offices including the legislative assembly as a whole; in the event that Governor Lee sees the government's handling of the process/transition as a threat to good governance within the state. However, this article can only be enacted through a two stage system mandating the permission of the Luthorian Parliament and Emperor Alexis himself.
Governor Lee stated that the Legislative Assembly (both Houses) will convene once more to decide on the referendum. She stated that she will be present in the House in her position as Viceroy in Parliament. This being a special occasion as the Governor is not usually in the parliament, with her only presence in the legislative assembly being to prorogue, dissolve and/or reopen the parliament.

One of these questions is whether or not the people of Keymon wish for Keymon to either: Become a dominion nation Complete independence from Luthori Remain a dependency under Luthori The referendum will reportedly occur within three months, once a constitutional convention has convened and a constitution has been written. The government has also convened a constitutional convention and opened up the constitutional debate to anyone who has considerable expertise in either law, constitutional law or politics. This constitutional convention will create an entirely new constitution, which will have multiple different issues addressed. These issues includes firearm rights, free speech, and protection of protesting. This constitutional convention will occur in a month and will continue until a constitution is formed.

These elections results, whilst extremely important, were expected. Political analysts commented on the fact that, whilst Keymon is legally Luthorian, the people of Keymon were never Luthorian either culturally, ethnically, or historically. However the citizens of Jamestown are mostly descendants of Luthorian colonizers, which could explain the difference in voting pattern. This referendum has sparked immense concern about both business regulations and taxation and the military defense of Keymon. Chief Executive Kalili Makaio has attempted to quell both fears by having the government issue the ‘Guide to Business and Domestic Affairs After the Independence of Keymon’, which has become better known as the Independence Survival Guide. Already, jokes are spreading about the government’s guide and the incompetence of said actions stated in the guide.

The Jamestown Delegation walked out over a disagreement concerning firearm possession as part of the constitution and the fact that Jamestown, a staunchly “remain” part of the nation, will become part of the new independent dominion nation of Keymon. A recent poll done in Jamestown showed that around 79% of all Jamestown citizens wished to remain part of Luthori. The Jamestown votes in the independence referendum made up 12% of the 14% of all votes for a continued dependency under Luthori. These opinions and beliefs have driven Jamestown further and further away from mainland Keymon, with many calling for the island chain that makes up Jamestown to secede from Keymon and join Luthori. An online petition calling for the secession of Jamestown from Luthori has already received 10,000 signatures and the numbers continue to grow. The other major disagreement that led to the Jamestown delegation walking out was the issue of constitutional firearm possession. Whilst the government and PKU have claimed the constitutional convention is “unbiased towards all groups”, most of the delegates there are in support of the constitutional firearm possession concept. Constitutional firearm possession is the idea that the new constitution of Keymon should feature an article in its Bill of Rights making gun ownership a right the government can “not infringe upon”. This has severely alienated the more liberals areas of Keymon, especially Jamestown. Jamestown has had a ban on all gun ownership since the early 2000’s and has opposed the PKU’s gun laws so hard that they reaffirmed there ban on firearms only days after the PKU’s gun laws went into effect. Whilst it is unknown whether or not the Jamestown Delegation will be back, their opinions are now widely known and either loved or despised.

The main reason for this decision was caused by disagreements in the constitutional convention and the Jamestown delegation leaving in protest. The City Council of Jamestown also stated they had “cultural and historical reasonings as well”. Mayor of Jamestown, Thomas Bailey, later released a press statement that elaborated further: The Constitutional Convention that led to the Jamestown delegation walking out has almost finished, according to the PKU. Several ideas for constitutional rights and civil liberties, including firearm possession, have been scrapped. The PKU has stated that several liberties and rights will be transferred from Luthori, including freedom of speech, press, worship, and beliefs. However, the PKU has also stated they’ve changed several parts of the pre-existing constitution, like length of term limits, Head of Government, and what offices are up for election.

The Constitution clearly states the new role of the legislator, judicial, and executive. Legislators will now be elected by bound by term limits of 4 years. The executive office has been massively changed, with everything from the name of the executive to the way there elected being changed. The Chief Executive will now be called Prime Minister, to show the change in status of Keymon from a colony to a dominion. Multiple judicial edits of the constitution occurred and will be the greatest difference between colonial and independence Keymon. The most major and important change is the fact that the Privy Council will no longer be the highest court of appeals in Keymon. Instead this honor will go to the newly formed Premier Court, which will have its judges elected by the legislator. The Premier Court will also have the ability to strike down laws seen as unconstitutional, hear impeachment proceedings if deemed necessary, and set legal precedent for future cases. The constitution also states that Keymon will be a- Already, several areas of Keymon have begun to request status as a state. The southern territories of Keymon have signed a joint request to become a state called South-East Keymon. But these areas will not be able to claim such status until the Legislative Assembly legally passes the constitution. It will require 2/3rds of the entire Legislative Assembly to vote yes and could prove an incredibly divisive and politically decisive issue. Will the legislative assembly pass the constitution and push forward as an independent nation or will they push back against the people and refuse to pass it? Time shall only tell

The PKU, which introduced the ‘Independence Constitution Act’, has voted unanimously to accept the constitution and the independence therefore gained via the constitution. However, the PKU needed the support of both the Green Party and the Labour Party to get the constitution passed. The Green Party unanimously supported the constitution because of the recent actions by Luthori in pushing forward non-renewables. The Labour Party however did not have unanimous opinion on the issue and where split. Whilst 24 seats from the Labor party voted yes, the other 6 voted no. The general anti-independence opinion can be summed up as: “If we declare independence, we shall lose both military and economic protection”. However these claims have been attacked by pro-independence activists as “baseless and useless”. Chief Executive Kalili Makaio has already approved the constitution, meaning it will officially come into effect in February 25th, 2022

The Keymon Act states that-“this Act will eliminate the ability of the Holy Luthori Empire to legislate with effect in Keymon, be involved in Keymonite government, and eliminate the status of Luthorian repeal courts as higher than Keymonite repeal courts”. With this act passing the Imperial Diet, the HLE officially lost almost all of its power over the island and has apparently left it to its own devises. The Keymon Act has pushed Chief Executive to officially announce that Keymon would become an independent sovereign nation, with its own military, foreign policy, tax codes, and all other right sovereign nations have. In the later hours of February 19th, a celebration was held in the capital and in numerous other cities to celebrate the independence of Keymon from Luthorian colonialism. However, one city did not celebrate. The City Council of Jamestown, almost immediately after the decoration of the independence of Keymon, passed a resolution which reaffirmed there own belief that they belong to the HLE. However, Chief Executive Kalili Makaio has stated that- Many issues have been raised due to the independence announcement. One major issue concerns the military. Will Keymonites in the Luthorian military be transferred to the Keymon Defense Forces? Will Luthorian personnel who live on Keymon be considered Keymon or Luthorian soldiers? Another major issue concerns citizens who want to remain Luthorian. Will they be forced to become Keymonite citizens or should they be allowed to leave for Luthori? The last and most important of these issues is governmental transition. Whilst Chief Executive Kalili Makaio has announced new elections set to begin in May of 2022, how will the federalist idea be implemented in Keymon? How will the government change government names and etc? These issues may be brought forward in a dangerous way

So, the now Federal Government has set up a new province system. In this system, there will be seven provinces (excluding the hotly debated Jamestown province) which will have control over any laws the federal government either doesn’t pass laws on or delegates to the provinces. Each province has a capital city, these being the largest of the cities in the area, and its own governmental system. However for these government systems to be utilized there must first be governments set up to utilize it. So, the federal government has appointed interim governments to run the provinces until the election date of May 22nd, 2022. Blue is the PKU and Red is LabourKeymonMay 19th, 2022 After a major night of numerous federal and provincial elections, the PKU has come out as a major winner in the elections, both provincial and federal. In five of the seven provinces, a PKU majority was elected to the Provinces respective House of Delegates. In 4 of the seven provinces, a PKU premier(a head of government for a province) was elected. One of the most staunchly conservative areas of Keymon is the province of Ka’aukal, where Turtle Bay resides. In the Ka’uakal provincial elections, the PKU gained 75% of the seats in the House of Delegates and gained a PKU premier. In Serrano, the province where Leighstown is, the people voted with a 57% majority for the Labour Party. They also elected a Labour Premier. An odd exception to the very refined PKU-Labour is the province of Lani, the province of the city of Letafa. The PKU won 55% of the votes in the House of Delegates but the Labour Party won the premiership in a 52% victory. This has led to several calls for an impeachment of the premier, however all parties have refused to go through with such a proposal. On the federal side of things, the PKU gained 9 seats from both the Labour and Centrist Party. This gives them 40 seats compared to 25 seats for the Labour Party and 6 for the Centrist party respectively. The Prime Ministership(formerly the Chief Executive position) again went to former PKU Chairman Kalili Makaio, who was previously Chief Executive.
